Electric draw (NAC)

Sorry for NAC but seems like Audi's haven't needed that much care lately, so
here it goes:
Patient: 1990 Ford E150 full size van.
Problem: Draws .42 when warm, .39 when cold on the 10A scale on a basic
multimeter. This seems to be more than 10 times what it should, unless I'm
reading it wrongly.
Pulled all fuses 1 at a time, including a heavy one, almost a relay, for
wipers - no change. Can't locate a relay panel, relays might be spread
around at least in 2 places. No weird humming or other noises that might
indicate power usage.
Batt voltage last night was 12.8, this morning 12.3.
Another batt was in for a week or so without running it, voltage was 12.8
when mounting, measured at 6.5 or so after sitting in that time. That batt
tested good since. The test was hooking up a 55W bulb for about 4 min and
looking at voltage - initially it was 12.8, then dropped down to about 12.3,
then after disconnecting the bulb, it recovered to 12.6 within less than a
minute.
Would appreciate any ideas how to proceed and any errors in my procedures or
reasoning.
A friend suggests as a next step disconnecting all harnesses 1 at a time.
TIA,
Tihol
