Hard to answer your question since I'm not up to par on provincial code if
you are in Ontario. Though it appears that Canadian Parliament is even more
apt to comply with false philanthropist environmental edicts than even
those in the US Congress, so I would imagine that you have it at least as
bad as California, but hopefully i'm wrong.

Here in Pennsylvania it varies from county to county, and in this county,
the simple appearance of a cat in the typical location is enough to pacify
most shops. That said, I have sourced aftermarket pre and main cats with
lesser cell counts that still conform to most restrictions and are still
end up priced better than OE replacement, even if v-banded or have some
other custom fabrication.

For those that actually live in the US, you will have a tougher time, but
I'll spare everyone my tangent on the limits of federal jurisdiction,
