I checked the switche(s) on the  throttle body. Pins 1 + 2 continuity at closed throttle  Pins 2 + 3 at full open throttle. Repeated cycles to reduce the possibility of intermittent contacts.
Althought the idle speed always drops back when I disconnect the ISV, any reason to be looking at something else?
What does the decel valve do when it gets flaky?

I am experiencing random high idle (2000+/- rpm) in my '90 200tqa.  
 It will drop when I unplug the ISV.  I have cleaned it, does the fact it always drop when unplugged rule out sticking?
What all inputs info to the ISV control.  I guess turning on the air, or does it only work by seeing a drop in speed?
