A generic OBD-II reader (available at your local auto parts store)
should be able to read the codes. What they don't do is give you
a nice VAG read-out -- it'll give you a numeric code which you can
look up in their little booklet, or Google it.

That's assuming the secondary air pump is part of the emissions
system. The generic reader won't give you VAG-specific codes, like
what an HVAC temp sensor is reading, or let you reset and air-bag
light.
