Correct, in fact, the Cold Start Valve only runs while the starter is
engaged. In fact, on the non-turbo cars it gets it's power directly off the
starter. That's the second small wire on the solonoid. It does absolutely
nothing to affect teh running of the car once it's started.

Looks more like a temp dependent mixture problem to me.
