Those are the least likely to be the problem.

To start with the basics, go here:

And skip all the stuff about advancing the timing.  There's a diagram 
showing all ten or so components in the CIS-E system.  Generally 
speaking, all can be tested fairly easily for correct function one way 
or another.

Check the easy stuff first - the grounds, the WOT and idle switches, the 
OXS output when connected, the potentiometer... and don't forget the 
"spare" fuse in the side of the fusebox!
