A4 AC clutch

If there is 12V to the clutch and it isn't working, it pretty much has to
be the clutch. I suspected the freon was low on my 1.8L VW and I was able
to bypass the safety switch and hot wire the clutch to confirm it would
engage.

You want to make sure that the system is pressurized or the pump doesn't
engage ?
Some pumps have a built in safety switch that prevent dry running/too low
pressure even tho the wiring gives juice to the pump.
