I hope that you really have a bad diaphragm. If you did the vacuum check from the port that connects to the exhaust manifold you should expect leakage. There is no gasket around the rod that actuates the exhaust valve. The small fitting on the cap should hold vacuum.

That said, yes, it is a PITA to loosen the pieces that hold the center of the WG.  This piece slides up and down and has been heated with exhaust gasses.  You need to completely remove the wastegate to replace the diaphragm, and be sure to use the proper tools to hold the sliding part.  I had to get a replacement from Force5 after I damaged the original on my 5KCSTQ.

Suddenly I got way more boost than I should have.  Right away I suspected
the waste gate diaphragm and confirmed with a vacuum tester at home.  I
went to my vast collection of used parts and began collecting up a
replacement waste gate diaphragm. I removed the cap and couldn't get the
nut holding the diaphragm in the center to loosen.  I removed the whole
waste gate to expose the head of the "exhaust valve".  It has an internal
hex.  Is that much dis-assembly needed to replace the part?  Any other
words of wisdom?
