I guess I wasn't clear... I meant under what conditions is it *supposed*

Since you also have odd belt behaviour, I'd look at that "junction" - 
belt type and quality, bearing condition, pulley condition, etc.

Is it a new "European" style V-belt?

Have you tried simply tightening it a bit to see what happens?

No... is it in the Bentley or EPC (at VagCat)?  All I ever do with AC 
parts, it seems, is remove them to get them out of my way.
