Brian,
I had something similar happen to me a few years ago, with about the
same difference in tire wear. I just replaced the blown tire with the
same make/model. No problems in many kms of driving. You will find that
a radius difference of 3/32" makes very little % difference in the
circumference of the tire. As usual, YMMV, but I think replacing only
the damaged tire is the way to go, unless you cannot get the same
make/model of tire.
I'm now due to replace the set, because the tire model has been
discontinued, even though the 'newer' tire still has some tread on it.
In short, I vote for replace one tire.
