Most of those things have nothing to do with the fuel injection computer.
The idle speed stabilizer has its own control unit and has no real relation to the fuel injection control unit. It has it's own temperature sensor and it's own wiring to the idle switch. The control unit is above the glove box.
The cold start valve gets power from elsewhere, the ECU only has control of the ground to it.
The mileage counter on the dash operated through the trip computer control unit. It gets signals from a sensor on the fuel metering plate for flow rate and a wire connects to the ignition coil for RPM signal (shared with the idle speed control unit btw).
The run-on I'll have to think about, but FYI the ECU has ZERO terminal 30 connections, only 15. It simply has no electricity supplied to make it function unless you have some other component shorted/failed that is giving the ECU power.
