VAG special tools

Gents,
Where do you get special tools for decent prices?
I'm in Canada and got #3366 from eqs - apparently standing for equipment
solutions. They get it through the recently mentioned snap-on VAG deal and
supply mainly dealers. All was well, except price was $11, shipping was
$37. Saw some outfit in Florida - price was $25, shipping was $10 but won't
ship outside US.
