'95 a6q - heat only on my feat!

I'm only getting heat our of the floor vents, no matter what setting I have the climate control on. The blower motor is loud too, but that shouldn't affect where the air goes...should it? 

Plus a bonus '88 90q question...I've got little to no heat in this car. My temp gauge has always read low(it never rises above 1/4) but now it doesn't move at all. I've got air coming out of the vents and there is some heat, but very little. It seems to get worse the faster I go. The multi function temp sensor was just changed...as was the coolent. Thermostat stuck?
