My PRO Rallye friends and I always has spirited discussions regarding tires when the roads were covered in snow. Here's what I recall.
New snow: narrow with wide open treads.

Snowpacked roads: less aggressive on the lugs and get a bigger patch down.

Always use the softest compound.

For folks like me who could scarcely afford one set it was always a compromise.

So i think its really good advice to go smaller, especially when you have the choice of two sets of wheels at the ready.
