90Q water pump whine - tbelt is not overtight

Thank guys for your suggestions. Initially I thought too that it was the
power steering pump, but checking with a stethoscope clearly shows the noise
coming from the water pump. To be absolutely sure, I will disconnect the PS
pump and the alternator, one at a time. Tihol, thanks for your post, my
symptoms are exactly like yours were, a high-pitched noise at idle, gone at
faster RPMs.
Right now the car doesn't start, it looks like the starter is busted. The
engine doesn't turn over at all. When the key is turned to start, there is a
slight blip of the control lights but they stay on, there seems to be no
current drain. I will deal with it when it gets warmer, it's -20C outside
now. The first thing I'm going to do is give the starter a whack with a
hammer, maybe it will wake up - it happened before.
