'82 CGT, Electrical Problems

Here is the short. I am bringing my '82 CGT out of prolonged hibernation.
It is the usual story, it ran well when I parked it. OK, two problems, the
starter and the fuel pump. The starter will not operate from the ignition
switch and the fuel pump does not seem to run. I put a multi meter on the
exciter wire to the starter solenoid and got such low voltage that I suspect I
was measuring leakage. If I jump power directly to the exciter terminal,
the starter operates normally. I had spark but it wouldn't run, so I checked
the fuel pump. There was a deteriorated hose, but the pump doesn't seem to
run. I did not check the relay.

OK, I am not great with reading the wiring diagrams in my Bentley. Since
they are both powered of the ignition switch, that is a suspect. Are there
any other points of electrical commonality between the starter and the fuel
pump? Any diagnostic suggestions?
