I went back through the rest of the thread to see that he had verified crank to cam position, which narrows it down to the relationship between the crank pulley and the crank.
I'm betting that the key sheared and the pulley no longer reads zero with #1 at TDC.
If that's the case, there is a slim chance that the valves escaped damage, but ya just have to ask yourself, are you feeling lucky?
Happened to me on a VW 1.8 Turbo (4 cyl, 20 valve) engine.
Retimed it with new belt, tensioner, water pump, etc, etc.
Started right up with good compression on all 4.
On the second start, the key sheared and allowed the crank drive gear to shift, wiping out 12 of the 20 valves..
The only part I hadn't replaced, and a 50 cent part, at that.

If the mechanic can't tell you if the cam timing corresponds to the crank timing / piston position without pulling the head, then he should find another line of work.
It's not that hard, and it is a yes or no answer.
