Throttle switch

Seconding Cody, test the switches' resistance, not voltage.

Unplug them and connect ohm meter.  Idle should be zero ohms at rest and 
infinite (open) if you open the throttle a crack.

WOT switch should be open at rest and close to zero ohms at about 2/3 
opened throttle.
