'91 CQ turn signal & wiper intermittency

My '91 CQ has an intermittent electrical problem. 

The turn signal and wipers always operate or not operate together.  
In other words, when my L/R signal is not operating, my wipers don't work and vice versa. I'll jiggle both stalks, and when I get one to work the other works as well. 

If I leave one of these stalks in the on position, sometimes I'll hear a buzzing noise followed by wipers or turn signal coming on 

The hazard lights and headlight stalks operate without any issues. 

Any thought on what could be the problem?
