I've never tried the static method.  Not even sure how effective it would be
with no agitation.  Maybe they leave it in there for a few days.
Hydrolocking is easy prevented by removing the plugs, disabling ignition and
cranking (after draining).
However, if fuel got past the rings or guides it could run out an exhaust
valve into the exhaust.  That could puddle and cause a nice smoke show.  Or
damage the cat.  Or make a mess on the ground.

I'd be nervous going that full - isn't there a chance of some (or a lot) 
getting through an open exhaust valve and damaging oxygen sensors, cats, 
etc.?  That's if it gets up past the rings.  Which would also create a 
nasty hydrolocking issue too... or is that unlikely to happen?
