Cody is correct. The panel pops down with no screws.
The metal spring clips that hold it in place however are melted into the plastic cover and have a propensity to break off at this age. Proceed slowly and carefully.

You can move it manually. I'm not certain of the exact procedure on that model
to remove the switch panel (I'm 90% certain that it pops down by prying/pulling
and has no screws), but you do that then use the provided Allen wrench to
manually crank the sunroof open. Hopefully one of the S-heads on here will be
able to confirm or clarify the method to remove the panel.
