Yes, the inner and outer end are available separately, but it's not
economically feasible.
If you look at this page:

Item 8 is the whole tie rod, 9 is the outer, and 10 is the inner.
But look at the prices:
About $170 for the whole assembly, but $244 for the outer and $222 for the
inner. You could buy the whole assembly, throw away the part you don't
need, and still come out ahead.
As to the left and right being different, yes they are, at least the inner
is different, because the bolt that comes down from the ball joint faces to
the rear just a bit. The outer might be the same or it might not, it's much
harder to tell compared to the inner.
