I'd try a "polishing" compound, which should be a finer grit than
"rubbing" compound.  It's meant to remove oxidation of painted
surfaces. It might be enough to remove the "chalk" and still leave
your clear coat intact.  As they say, try it in an inconspicuous
spot first.
