Actually, Mike, I've done mine several times without the lock. I remove the bolt with an air impact gun, and for installation I have somebody in the car holding the brakes while in gear then torque the bolt to I believe 320lb/ft with a fair helping of loctite. Without an air gun I suspect you could loosen it with a breaker bar and somebody holding the brakes.
