Many factors to consider...
I came along this page once I was looking for info about the same issue.
No affiliations with this page, just what i found to be a good write up to find the cause.

My first bet would be to try a different shop with another balancer/operator combo,
... or wheel spacers often drop on the hard concrete floor from 4-5 feet high when wheels are removed and get bulged up at the impact point. If one doesn't file it flat again it may make the wheel wobble side to side causing vibrations even tho the wheel is balanced properly.
