Automatic Climate Control 1990 Audi 100

If you're in need of a whole AC progammer I have one I bought new in the late '90s for my long-since-departed 1990 100 and never ended up using. It's been taking up garage space for 15 years so I'm not looking to get a king's ransom for it.  :-)

Your symptom is precisely what happens when the vacuum motors that control the flaps get old. They have difficulty actuating against the air flow when the fan speed is high. You can confirm by using low fan speed or as you find raising the temp and then lowering (which decreases fan speed for a moment). If it's a manual you can increase engine vacuum momentarily with a deceleration. In a 15 year old car you will likely also find cracks in the vacuum lines so your actuators may not be getting good vacuum. That's easy stuff to replace. The actuators are way harder. You may just have to live with it.
