CIS-E DPR

Quick question since I'm fluent in CIS, but not -E. Is it safe to presume that disconnecting the electrical connector from the DPR with the engine running should have a noticeable effect?

I haven't made up a DPR adjustment wiring harness yet. I just finished replacing all of the injector seals after they failed a smoke machine test miserably, but while certainly A problem, that wasn't THE problem. Just as a quick check I disconnected the DPR and it made zero difference in the idle. The engine is lean. For testing purposes I cranked the metering plate adjustment screw to get it to run well enough to establish a good idle (and recorded the change). Again tried disconnecting the DPR and no change. This is on a cold engine. I have already pulled the DPR and checked its screens which were clean as new.

Thursday I'll make a harness and check the current, but in the meantime this info will help me gather my thoughts.
