Steering Oscillations

Couldn't all this just be a tire going out of round without any other failure? I wonder if the sound could just be the side wall or tread rubbing the inner fender well or strut tower intermittenly. 
Hopefully that is it since the tire is ruined anyway. I would use the widow maker to lift the car to spin the wheel and listen. That can be done without getting underneath of it. 

Just my tax-free 2 cents...
