Let me try. Looking at the car from directly above. If you put the 18 inch blocks so they lay the same direction as the length of the car a sideways push might get them to topple. Likewise if you lay them so they are parallel to the bumpers. A push forward or backward might topple them.
The solution is to have them laying so that they are perpendicular to each other and at an angle to either the bumpers or the length of the car. Sort of like this.
