I'm quite sure you'll need to remove the circlip and use a 3 leg puller with a proper device to pull on the hub around the shaft. These fan blades are usually stuck in place by heat, rust, and old age.
The blade is/was available separately :
AEG motor, serial number before 85_F_220 000 : 251 959 465
Bosch motor, serial number after 85_G_000 001 : 443 959 465
Good luck !
Louis-Alain

Objet : Removing Radiator fan blades
I have a busted fan blade on a good motor. I have a good fan blade on a busted motor. I can’t remove the blades from the motors to make a working unit. Does anyone know if there is a way to remove the fan blade for a 1987 Audi 4000 Quattro. Thanks.
David
