Not quite. The idle switch opens when the throttle is barely cracked.
Since its only purpose is to tell the ECU to run the ISV, and to cut the
fuel if the RPMs are above about 1400, that's all it does. Tell the ECU
that no power at all is being requested.

Pretty much. The manual for the correct car (4kq, 2.2l CIS-E, too lazy
to see if I still have one) should have a protractor diagram for it.
