I doubt they ever cared or planned on replacement of a "lifetime" part
like that.
It sounds like you have figured it out - either remove the sheet metal
on top or the duct below. I suppose it is up to you to decide which
will be easier. It could be that there might be something else you can
repair or improve while these pieces are out, that might affect your
decision. Also it is easier to break plastic than metal, so removing
metal might be preferable.
I think people have patched them, but temporarily (usually coolant
pressure tanks, which have a harder life, of course). Polypropylene is
notoriously difficult to "stick" to. I'd really try to get a new one,
if possible.
Otherwise, you should patch it from the inside, which means being very
careful not to mess up the level sender or the pump inlet.
If you are messing with a battery cable, you really should disconnect
the battery ground while working. That said, if you are really, really,
sure it is properly insulated and out of harm's way... still don't do
it. Disconnect the battery.
