Truly a bummer. You are correct to try to avoid pulling it all down and
starting over which is a massive undertaking, at least in the type 44,
sunroof equipped cars.

By the looks of it, I think it's likely the foam rubber backed fabric is
disintegrating as opposed to the molded fiberboard headliner shell coming
loose from the roof sheet metal. I'd take it to an automotive interior
specialist and see what they can do. Maybe they could recover with new
fabric in situ. I don't think somehow squirting some adhesive up in there
and pressing the fabric back up would turn out well.
