No Low's on 2006 A4

The only fuses I could find in the owner’s manual are those in the grouped fuse container on the end of the dash. There are descriptions of the fuse function both in the manual and on the back of the dash cover. In neither location can I find fuses for the headlight hi, or low beams.

Put a multimeter on the bulb socket after pulling the bulb and got 12 V at the socket which would point to the bulb. One of the online fiches I looked at had those bulbs priced at ~ $19.00.  Sound correct?
