Of course the flywheel (busted tooth) I just replaced with my spare was pristine and clean! The one I put in was crusty, took a bit to see and clean TDC marks. 

The outer dist mark is retarded apx the width of the line (1/32") if even that. Of course with all the tools I have, didn't have a single wrench I could make work. Will bring one home tomorrow and advance the dist. Find it hard to believe that much would matter, but can't hurt to make it dead nuts (well, maybe hurt my hands, back, arms, what a pita!)

Eric,
I faced a similar problem years ago on my 91 Avant. The problem turned out to be the Hall sensor was slightly misaligned when the engine was at TDC #1 cylinder. A slight adjustment to the distributor base to make the alignment marks perfect and full boost returned.
 
Would be worth checking 🤔
