If idle vacillates when engine warm as well, could this be the throttle potentiometer?

Yes, this was a problem on a couple of my VWs. It was the one where the coolant hose goes into the engine at the top. If you unplug the sensor it may stop the problem. If so, that's it.

Do you mean the multifunction temperature sensor?

My '91 CQ idle vacillates between 200-1000 when engine cold. If I release the accelerator when engine cold, the car may stall. Turning the AC on keeps the car from stalling. 

I cleaned and swapped the ISV without success. Any other thoughts?
