The solution, ( I thought I had replied before but I see the list has 
been acting odd.)

The problem was a faulty  PCV valve.  At low speeds enough vacuum to 
deny oil to the pump!  The diaphram  was torn.   I don't have all the 
numbers before me but a new valve was $$.  I got a replacement diaphram 
from local FLAPS same day for much less.
