‘91 CQ poor gas mileage/hard cold starts

My coupe’s miles on a tank has dropped from 350 to 300 miles. Also, cold starts require about 20 seconds of cranking. 

I had posted about these symptoms separately a few months ago. One suggestion was to replace the fuel pump and that its check valve may be defective. That has now been done. The pump is so much quieter now but the above symptoms still persist. There are no visible fuel leaks or odors and the car drives very well.
