Agree...my cap was nearly resting on the top of the hex screw...however I was still able to use the below technique; I drilled dead center of the cap and when I screwed the screw in...it just went down in to the hole and in the hole of the hex screw...then I just tweaked the screw and pop..it comes right off.

This was most definitely not the case with the cap on Paul's wastegate. When the drill broke through the disc you could not see a separation line between the disc and the adj. screw. They were that close. I'm sure the disc deflected down somewhat but not that much. Sounds like this will vary from unit to unit.
