The key failure to turn points more to a frozen cylinder (corroded from
spray splashing from salty slush ?) but Bill's advice is sound.  You
probably need to take more apart but it's straight-forward.  Just be careful
with small pins/springs if you decide to disassemble the cylinder yourself.
Perhaps some cleaner followed by graphite lube could fix the cylinder in
place.
