This really isn't an "off warranty" problem, as much as total dealer screwup.

I also have experienced problems with AOA backing up a dealer after
the dealer had failed to fix something under warranty and then the
warranty ran out.  That is an alltogether different situation.

Here's you have a dealer that screwed up a repair and then refuses to really
fix it right - and AOA won't step in to persuade them to "do it right".
Perhaps part of the issue is - what is "do it right"

Rich, I'd suggest talking to a couple other dealers that are rated high
on the service scale - one that comes to mind is Fred Baker Audi in
northern Ohio - 1-800-584-4707   Another dealer that used to be very
good is the one in Sewickley Pa, Originally owned by Bob Nichols as
a spinoff from Chuck Stoddard Porsche in Mentor Ohio.

Ask a good dealer's sevice dept what they would recommend checking
if a car was brought in to them that had been cranked with the cams
out of time.  Maybe, if you can get a couple letters saying "We would
check this, and this ..." then you have some leverage with the dealer
who has the car.  And if that doesn't work then perhaps letters from
the lawyers will produce some better results.
