Get a good light and from the passenger side of the car look down in the
space between the heater box and the bulkhead in front of it. If you can't
see the drain that might be because it's covered over. Maybe you could find
something more gentle than a coathanger to probe with. I used one of these
devices used to pick things up, with spring steel jaws on one end, and a big
push button on the other end. You don't need the pickup function. It's
just that it's something rigid, but flexible, with a fairly blunt end. The
opening on the top is oval-shaped, about one inch by two inches. The drain
is a rubber bootie a few inches long, so it could potentially be packed
tightly with "stuff". My car regularly filled up a footwell during heavy
rains before I fixed it, and I haven't seen a drop of water on the inside
since.
