Hap,

I thought that problem was finally resolve by the Clinton administration
with the "Don't ask, don't tell ..." policy.   Whole new meaning for
getting soldered?

You are so right on! This reminds me of some aviation lore concerning
the C-5 Galaxy. I spent 12 years flying the "Aluminum Overcast". One of
our challenges was with a phenomenum called the "queer electron theory".
