[s-cars] Another 993tt brake question

My 92 urS4 had the big brake mod with 993tt calipers and 314mm discs
from Revsport installed by the PO. Over recent months it developed a bad
vibration when braking fairly hard, I purchased Hawk HPS pads to
replace the original Texstars and planned to have the discs re surfaced.
I had removed the left caliper to confirm the pad shape and all looked
fine, the pads had spring clips on the back that located into the
pistons. When the Hawks arrived there were no clips on them, Hawk
responded to my query and advised they had sold them for years that way
with no problems.
I then planned to install them as received in the box.
Started working on the right side and immediately realized the mounting
bracket was loose, vibration explained. Also the pads were very tight in
the caliper from a build up of dust and crud. They had been on for 2
years but only 50% worn, so I'm planning on more frequent inspections an
cleaning.
Then realized those spring clips were actually on seperate plates glued
on to the back of the pads. I was able to seperate them but had no
adhesive, so put them in with out any.
Question is, are these pieces / shims with the clips optional, ok to use
loose, and if not what type of adhesive is used?

http:/motorsports.wappman.com, price was $88.00 and he was great to deal
with.
