Dan, your thermoswitch has probably gone south. You can pull the plug from
the thermo switch to test the rest of the system. There are three leads in
the thermoswitch harness. Short from lead 1 (power lead) to lead 2. Your
fan should kick in on slow speed. Short from lead 1 to lead 3, your fan
should kick in to high speed. If that is all good, then, your thermoswitch
is the probable culprit.
If you are running on high always, your thermoswitch may be busted. With
the car cold, ignition on (motor off), put a continuity checker of lead 1
and 3 of the thermoswitch itself. Do you get continuity? If so, the
thermoswitch had gone kapoot and has shorted leads 1 and 3 (giving you high
fan).
You can get a switch cheaply (I believe around $30), drain the coolant,
replace the old one, flush and refill the coolant, and you are back on your
way.
