Wayne, Varon, and Paul - just to throw another monkey in the works...
My 92 S4 doesn't do this at all. Zilch, Never, Nada (you watch, now it'll
happen tonight!)
I turn the fan off using the '-' button till it shuts off completely.
On restart, it's still off. Pressing 'Auto' returns to the previously
selected temp.
(Na na, na na,na... NAH!)
Change/Upgrade between the model years perhaps? or a "hans & klauss" quirk?

After using my A/C and shutting off the fan before shutting of the engine,
it comes back on (at least a bar or two) for the next two or three times I
start the car, but if I keep it turning it off it eventialy seems to "learn"
that I don't want it on.
I think the system was designed to make every effort to keep the inside of
the car from fogging up (for example, not able to select recirculate w/o the
compressor on.) I am impressed how well the climate control works overall,
car never fogs up inside, does a good job maintaining temperature despite
sun load, etc. Although I do sometimes wish I could engage recirculate w/o
the compressor running!
