A cam & a down pipe Aaron, a cam and a down pipe.
Maybe a flywheel (see the Dave Coleman "Don't Bother"
article in the July 2002 issue of Sports Compact Car, page 20)
would help too, ... well probably, ... well maybe??

I doubt a chip by itself, without any hardware
change(s) will add, detract or otherwise affect
low end concerns.
