Depends on the A/F meter. These are mass produced and not very accurate. I
recalibrated a A/F meter on the bench full rich was 1.2 volts and optimum was
0.65 volts. I modified it so full rich is 0.95 volts optimum ended up being
around 0.45 volts. With the initial values you would never see full rich.
Also the ground connection is critical - 0.1 to 0.2 volts drop across a poor
ground wire is enough to show a lean condition.
