Hap, this makes no sense to me, nor does it support any flow theory.  IF you
used the same manifold tap, both valves should open equal amounts (with the
same bottom pressure applied to them).  How do you know they didnt'?  I could
see one valve opening sooner than the other if one is closer to the pressure
spike, but this is just plain simple physics here.  You have a 1in oriface
that will flow x air at x pressure, 2 will flow double that.  The weaker
springed valve might open more fully with boost pressure applied, but if the
other doesn't open, that extra air dump is not needed.

If I'm missing something here, please advise.  As written, this defies the
"how things work" in audi turbo and bypass operation.  The variation in the
bosch bypass valve spring tension IME, is pretty consistent.  I'm just trying
to figure how YMV?

We did try 2 valves. All that happened is the flow sought the path of least
resistance and prematurely exited through the weakest valve.
