I disagree based on what I've read, heard from people that use it, and tried
to learn.

It has the exact same effect as a bigger intercooler, and then some. It
lowers the intake temperature charge (~100 degrees from all that I've
learned), allowing the car to run more advanced timing than would otherwise
be possible without having to use high octane or racegas, and allowing full
boost where the ECU otherwise cuts it back as it did on my car at the track.
So basically, I am now getting all the power I paid for, without having some
portion of it held up by the ECU due to intake temp or other heat-soak
related factors.

I agree it's not like turning up the boost, but it is exactly like getting a
big fat effective intercooler, and has some extra benefits as well like
cleansing the combustion chamber and sneaking in some extra fuel if you need
it.
